Street Children’s’ Rehabilitation Programme (SCRP)
Title of the project: SCRP (A project on rehabilitation and non-institutional care for street and destitute children of Kolkata)

CONTEXT:
Street Children Rehabilitation Programme (SCRP) is an initiative of Don Bosco Ashalayam for the rehabilitation and non-institutional care for street and destitute children of Kolkata. The project is funded by ECPAT Luxembourg, the Luxembourg Government and monitoring is provided by Groupe Developpement through its regional office in Kolkata. The duration of the project was 4 years (November 2006 – October 2010); however it was extended for 1 year (May 2011 – April 2012).
The Overall Objectives of the Project were
;-
- To empower street children of Kolkata who are vulnerable to all forms of abuse and exploitation through the curative and preventive processes of Don Bosco Ashalayam.
- To sensitize the community to own up and offer a child-friendly environment which can enable every child to actualize herself/himself.
- To influence stakeholders so as to ensure that children on the streets and railway platforms of Kolkata enjoy their basic rights of survival and participation.
SCRP had the following basic components :-
- Outreach (Street Contact Activities) in 5 areas of Kolkata namely, Sealdah Station, Park Street, Sudder Street & New Market, Esplanade and Hastings.
- Operation of 6 Foster Care Homes / Shelter Homes (5 for Boys 1 for Girls) for children who are in the process of psycho-social rehabilitation in Kolkata.
- Operation of a Vocational Training & Job Placement Unit at Don Bosco Ashalayam, Kadamtala, Howrah.
- The SCRP activities in the 1-Year Extension period aimed at providing information, building basic skills, provide mental health support, improve access to health services, creating a safer environment and involving the street children themselves in the various activities concerning them .This extension year included two specific technical inputs for the DBA SCRP team in partnership with Sanjog India (a technical resource organization).These were:
- To conduct a study and assist the SCRP team of outreach workers in transforming outreach activities into street-based psycho-social programming for protection of children on the streets.
- Expected Outcomes
- Capacity building of outreach workers towards transforming outreach activities into street-based psycho-social programming.
- Generating of resource materials for use in street-based programming for the protection of children on the streets to be used by outreach workers.
- Development of strategies for the inclusion of girls on the streets.
- Exploring strategies for addressing issues of sexual abuse and exploitation of children on the streets.
- To undertake a research to explore the strengths and gaps in vocational training and job placement initiatives, to encourage more efficient and effective economic programming with street children.
- Expected Outcomes
- A concrete evidential analysis of the strengths, challenges and opportunities of the vocational training and job placement programme of Don Bosco Ashalayam.
- Strategies to explore the strengthening of linkages, visibility and sustainability of the programme.
OBJECTIVES OF THE EVALUATION:
The evaluation should respond to the following:
- Comment on the relevance of the project to the context: The relevance of strategies and processes adopted in project design and implementation, especially with regard to the adaptation of the project services to the changes in the environment of its target group. As such the evaluator is expected to explore the changes that have happened in the street children groups (and their families / communities) over the 5 years project period.
- Effectiveness of the project design and strategies: The project’s reports indicate achievements and challenges: the evaluation needs to validate the achievements and offer insights and recommendations to overcome challenges that have been identified as well as other challenges that might be foreseen.
Methodology:
- The evaluator will review all project documents (proposal, reports, minutes of meetings)
- The evaluator will meet with the stakeholders that have been directly involved in the project as well as with other stakeholders that are involved in issues related to street children
- The evaluator will ensure that the opinion of children (and their families whenever possible) is sought during the evaluation using a set of child protection procedures that are previously approved by GD.
Reporting on the evaluation:
The consultant is requested to produce a report with the following specifications:
- An evaluation report in English between 10 and 30 pages, including:
- Table of contents
- Brief introduction
- Objectives and methodology
- Observations and inferences, separately and corresponding recommendations
- Executive summary: overall lessons learned and recommendations.
- Annexes as appropriate: acronyms, list of persons met, TOR, methodology, calendar, etc.
- The first draft of the report would have to be submitted to GD within 10 days of the end of field visit, to which GD would share the feedback within 7 days. The final report would have to be shared with GD within 7 days of receiving the feedback from GD on the first draft.
- Dissemination of the evaluation report would be done through a meeting with GD and DBA if possible, where the consultant is requested to present the findings of the evaluation before the partner and other relevant stakeholders.
Work schedule:
- The evaluation (field visits) will have to be conducted in August / September, 2012 for 5 to 10 days. The time frame submitted by the applicant should include: consultation of the documentation (desk research), orientation at the project management unit in Kolkata; field visits, meetings with various stakeholders, meetings with project beneficiaries, writing of draft and final report.
- The final evaluation report will be submitted to GD within 15th October, 2012.
Detail proposal (technical and financial):
The applicants should submit:
- A detailed proposal which includes: description of the proposed methodology to achieve the objectives of the evaluation; a time frame, and; details on project indicators to be used.
- A quotation including all costs (local travel costs, accommodations...). Specify if there are translators to be hired.
- The timeline for submission of this detailed proposal is 3rd August 2012. If required, GD may seek clarifications to the proposal with the candidate.
Support from GD:
- The applicant will be provided from Groupe Developpement: Documents/ reports relevant to the project.
- Orientation and discussion meetings to plan the evaluation.
- A debrief meeting on the draft report.
